Can You Do Cross Stitch Without A Hoop?

Absolutely and many do! There are pros and cons of using a hoop or not. When one does not use a hoop, there is more flexibility in movement, in somes cases it is even faster and not having to move the hoop as one stitches the design saves time. The cons are that it may make finished stitches less consistent, may make seeing the holes less visible in the fabric and may cause hand fatigue. I hear from stitchers who prefer using no hoop is they use the sewing method versus the jab and stab method of stitching. I almost always use a hoop as I like the tension better but sometimes the fabric is thicker (such as Aida) and the sew method is easy. It is definitely user preference.
